TR-1 Private Onsite Disposal System Inspection
A private (PVT) onsite disposal system is a self-contained sewage treatment and absorption system installed on a property that is not connected — or not yet connected — to the NYC municipal sewer network. While most of New York City’s five boroughs are served by the DEP sewer system, private onsite disposal systems remain in active use on properties in Staten Island, eastern Queens, and areas of Brooklyn where sewer laterals have not been extended, and are also required for certain new construction projects on large or remote lots.
System types covered under this inspection:
- Septic tanks — underground chambers that collect and partially treat sewage before discharging to a soil absorption field
- Cesspools — older pit-based systems that allow liquid waste to seep into the surrounding soil; subject to NYC DEP elimination programs in many areas
- Soil absorption systems (leach fields) — subsurface distribution pipes or chambers that disperse pre-treated effluent into the ground

A private (PVT) onsite disposal system is a self-contained sewage treatment and absorption system installed on a property that is not connected — or not yet connected — to the NYC municipal sewer network. While most of New York City’s five boroughs are served by the DEP sewer system, private onsite disposal systems remain in active use on properties in Staten Island, eastern Queens, and areas of Brooklyn where sewer laterals have not been extended, and are also required for certain new construction projects on large or remote lots.

1905.6 Evaluation and acceptance of concrete. The criteria for evaluation and acceptance of concrete shall be as specified in Sections 1905.6.2 through 1905.6.5.5.1905.6.2 Frequency of testing. 1905.6.2.1 Minimum frequency. Why Foundation Insulation Needs Protection
Exterior foundation insulation is one of the most effective tools for reducing heat loss through a building’s below-grade envelope, but the insulation itself is vulnerable to UV degradation, physical damage from backfill and landscaping, and moisture infiltration if left exposed. TR-8 Vestibule Inspection

What the NYC Energy Code Requires
Under 1RCNY §IA2 (Class 1 buildings — 1- and 2-family homes and townhouses) and 1RCNY §IIA2 (Class 2 buildings — multifamily residential three stories and above), vestibules must be visually inspected for proper operation. A Tenant Protection Plan (TPP) outlines what steps the contractor and owner will take to protect tenants living in buildings under construction/renovation to avoid or limit service disruptions and mitigate the negative impacts of construction.
Prior to obtaining a construction permit, a Registered Design Professional must submit a TPP if there is at least one occupied dwelling unit. Each construction permit requires its own TPP that outlines tenant protections specific to that scope of work. The elements of the TPP may vary depending on the nature and scope of the work, but at a minimum shall make detailed and specific provisions for:
- Egress. Clarify how adequate egress will be maintained during construction.
- Fire Safety. Identify safety measures to maintain fire safety during construction.
- Health Requirements. Specify methods to be used for dust control, disposal of construction debris, pest control and maintenance of sanitary facilities. Owners must include a statement certifying compliance with applicable laws and filings relating to lead and asbestos.
- Compliance with Housing Standards. Demonstrate compliance with the New York City Housing Maintenance Code, and New York State Multiple Dwelling Law shall be strictly observed.
- Structural Safety. Identify specific measures to maintain structural stability during construction.
- Noise Restrictions. Identify the specific means and methods used to limit noise to acceptable levels in accordance with the NYC Noise Control Code.
- Maintaining Essential Services. Describe specific means and methods to be used to maintain heat, hot water, cold water, gas, electricity, or other utility services, in accordance with the NYC Housing Maintenance Code. Specify if a disruption of any such service is anticipated during the work, the expected duration of such disruption, the means and methods that will be taken to minimize such disruption, including the provision of sufficient alternatives for such service during the disruption. Notification of the disruption must be given to all affected occupants of occupied dwelling units.
1705.26.1 Inspection frequency.
Special inspections shall be performed throughout the duration of the tenant protection plan at sufficient periodic intervals to verify compliance with the tenant protection plan throughout the course of work. At a minimum, inspections shall be performed:
1. Prior to the start of construction and/or demolition to document conditions prior to work;
2. At the start of construction and/or demolition;
3. Once per week during construction and/or demolition;
4. After a tenant protection plan violation has been issued to verify that the violation was corrected;
5. When the location of the alteration or construction operations performed in conjunction with the tenant protection plan has moved to another location; and
6. Whenever construction or demolition operations have changed, requiring changes in methods of protection.
1705.26.2 Reporting.
A written record of the special inspections performed for the tenant protection plan shall be maintained in a log prepared by the special inspector. The log shall include an entry for each inspection and shall indicate that the alteration or construction operation is being performed in accordance with the tenant protection plan. Copies of the special inspection log book shall be maintained at the job site, and at the office of the special inspector, and shall be available for use and review at all reasonable times, until the work subject to special inspection is complete.
