TR-1 Private Onsite Disposal System Inspection
A private (PVT) onsite disposal system is a self-contained sewage treatment and absorption system installed on a property that is not connected — or not yet connected — to the NYC municipal sewer network. While most of New York City’s five boroughs are served by the DEP sewer system, private onsite disposal systems remain in active use on properties in Staten Island, eastern Queens, and areas of Brooklyn where sewer laterals have not been extended, and are also required for certain new construction projects on large or remote lots.
System types covered under this inspection:
- Septic tanks — underground chambers that collect and partially treat sewage before discharging to a soil absorption field
- Cesspools — older pit-based systems that allow liquid waste to seep into the surrounding soil; subject to NYC DEP elimination programs in many areas
- Soil absorption systems (leach fields) — subsurface distribution pipes or chambers that disperse pre-treated effluent into the ground
When a TR-1 Progress Inspection Is Required
A TR-1 PVT onsite disposal system inspection is required by the NYC Department of Buildings when an onsite disposal system is included as part of a new construction or alteration permit. The inspection must be performed before the system is covered or backfilled — once buried, verification of code compliance is no longer possible without excavation.
What EZTR1 Inspects
EZTR1’s certified TR-1 progress inspectors verify the following against the approved DOB construction drawings and NYC Plumbing Code (PC) requirements:
- System location and setback distances — minimum clearances from property lines, foundations, wells, and drainage areas are confirmed on site
- Tank and absorption field sizing — dimensions and capacity match the approved design based on calculated daily sewage flow
- Depth of installation — cover depths comply with the approved drawings and code minimums
- Inlet and outlet pipe connections — proper tee connections, baffle placement, and effluent distribution confirmed before backfill
All inspection findings are documented in the TR-1 progress inspection report filed directly with the NYC Department of Buildings. Inspections are timed to occur at the construction milestone before the system is covered, to avoid costly re-excavation.
Ready to schedule your TR-1 PVT onsite disposal system inspection? Contact EZTR1 to coordinate timing with your plumbing contractor before backfill.

Technical info
Full details ›Details
TR-1 Building Raising and Moving Inspection
Raising and moving a building is one of the most dramatic operations in urban construction — and one of the most tightly regulated under the NYC Building Code. Under BC Section 1704.20.5, any work involving the physical elevation or relocation of a building requires a special inspection by a registered agency throughout the operation. EZTR1 provides TR-1 progress inspections for building-raising and moving projects across all five boroughs.
What triggers a BC 1704.20.5 inspection?
A NYC DOB permit for raising or moving a building is required whenever:
- A structure is lifted off its existing foundation to allow underpinning, foundation replacement, or the addition of a new basement or cellar level
- A building is elevated to meet FEMA Base Flood Elevation (BFE) requirements — a common post-Sandy compliance project in the Rockaways (Queens), Staten Island waterfront neighborhoods, Red Hook (Brooklyn), and Gerritsen Beach
- An existing building is physically relocated on the same lot or to an adjacent parcel — common in landmarked historic preservation projects and lot-consolidation scenarios
How Building Raising Works in NYC
The raising process uses synchronized hydraulic jacks placed at strategic points beneath the building’s sill plate, foundation walls, or steel grillage. The structure is incrementally lifted — typically in increments of a few inches at a time — while temporary cribbing (stacked timber or steel blocking) is inserted beneath the building to maintain stability between jack cycles. For relocation, the raised building is then placed on wheeled dollies or rollers and moved along a prepared pathway to its new position.
What EZTR1 Inspects Under BC 1704.20.5
EZTR1’s TR-1 progress inspectors monitor the following throughout the raising or moving operation:
- Jack placement and load distribution — confirmed against the approved engineering documents before lifting commences
- Incremental lift verification — each lift cycle is documented to confirm the building is rising uniformly without differential settlement or structural distress
- Cribbing adequacy and stability — temporary support systems are verified to be adequate for the imposed loads at each stage
- Foundation condition — before the building is set down on its new or modified foundation, the inspector confirms the receiving surface meets the approved design
All findings are documented in the TR-1 special inspection report submitted to the NYC Department of Buildings.

What Structural Steel Special Inspection Looks
On a busy New York City high-rise construction site, structural steel erection can advance several floors per week. EZTR1’s certified special inspectors are on the steel deck alongside the ironworkers — verifying each bolted connection as it is assembled, before the work is covered by the next floor or fireproofing is applied.
Typical NYC projects that require this inspection:
- High-rise residential towers in Manhattan, Long Island City, and Downtown Brooklyn — where moment frames, braced frames, and composite floor systems require continuous or periodic bolt monitoring
- Mixed-use commercial/residential buildings (5–40+ stories) subject to NYC BC Chapter 17 special inspection requirements from the first structural steel connection
- Additions and structural steel transfers in existing buildings — including cantilever additions and steel moment frame insertions in landmarked buildings
Why it matters: An improperly pretensioned high-strength bolt can slip under wind or seismic load, potentially causing a joint to lose its designed stiffness. NYC’s seismic design requirements mean that many steel connections must be verified as fully pretensioned — not just snug-tight — before the structure is loaded.
EZTR1’s Inspector Qualifications
EZTR1’s structural steel special inspectors hold ICC Special Inspector certifications for structural steel and are registered with the NYC Department of Buildings as qualified special inspection agencies under 1 RCNY § 101-06. Every inspection report is prepared, signed, and submitted directly to the DOB.

A Tenant Protection Plan (TPP) outlines what steps the contractor and owner will take to protect tenants living in buildings under construction/renovation to avoid or limit service disruptions and mitigate the negative impacts of construction.
Prior to obtaining a construction permit, a Registered Design Professional must submit a TPP if there is at least one occupied dwelling unit. Each construction permit requires its own TPP that outlines tenant protections specific to that scope of work. The elements of the TPP may vary depending on the nature and scope of the work, but at a minimum shall make detailed and specific provisions for:
- Egress. Clarify how adequate egress will be maintained during construction.
- Fire Safety. Identify safety measures to maintain fire safety during construction.
- Health Requirements. Specify methods to be used for dust control, disposal of construction debris, pest control and maintenance of sanitary facilities. Owners must include a statement certifying compliance with applicable laws and filings relating to lead and asbestos.
- Compliance with Housing Standards. Demonstrate compliance with the New York City Housing Maintenance Code, and New York State Multiple Dwelling Law shall be strictly observed.
- Structural Safety. Identify specific measures to maintain structural stability during construction.
- Noise Restrictions. Identify the specific means and methods used to limit noise to acceptable levels in accordance with the NYC Noise Control Code.
- Maintaining Essential Services. Technical info
Full details ›Details
TR-1 Vertical Masonry Foundation Elements
Vertical masonry foundation elements are a required special inspection category under NYC Building Code Section 1704.9, applying to new construction where concrete masonry units (CMU), brick, or other masonry materials are used in load-bearing foundation walls, basement walls, party walls, or below-grade structural elements. Unlike wood or steel framing inspections, BC 1704.9 masonry inspection is a Chapter 17 special inspection — meaning it must be performed by a registered special inspection agency such as EZTR1, not simply a DOB progress inspector.
Where this inspection applies in NYC construction
Vertical masonry foundation inspections are most commonly required in:
- Brooklyn and Manhattan brownstone and row house construction — where CMU block or structural brick forms the bearing wall system from the foundation up
- Low-rise mixed-use buildings — where CMU foundation walls and party walls are specified in the approved structural drawings
- New high-rise foundation systems — where masonry retaining or foundation walls are used in below-grade construction on constrained urban sites
What EZTR1 Inspects Under BC 1704.9
EZTR1’s certified special inspectors verify masonry construction at each required inspection stage:
- Masonry unit placement — units are set in conformance with the approved drawings for wall thickness, coursing height, and bond pattern
- Mortar joint thickness and consistency — joints are within the specified range and fully bedded
- Grout pour and lift heights — grout is placed in lifts not exceeding code-specified maximums per the approved mix design
- Reinforcing bar placement — vertical and horizontal rebar is positioned, sized, and spaced per the structural drawings before grouting occurs
- Wall height and alignment — walls are plumb and dimensionally compliant with approved documents at each inspection level
Common Deficiencies Found
The most frequent findings in NYC masonry inspections include improper grout consolidation in CMU cores, rebar displaced from specified location before grouting, and mortar joint thickness outside the ⅜”–⅝” range required by BC 2104.
All findings are documented in the TR-1 special inspection report filed directly with the NYC Department of Buildings.
